New Mexico Gov. Bill Richardson offered Louisiana Gov. Kathleen Blanco help from his state's National Guard last Sunday, THE DAY BEFORE Hurricane Katrina hit Louisiana. Blanco accepted, but paperwork needed to get the troops en route didn't come from Washington UNTILL LATE THRUSDAY.
Its not like they might have had notice that this might happen, have done simulations, and even practiced this very senario,.. oh wait they did. "In July 2004, more than 40 federal, state, local and volunteer organizations practiced this very scenario in a five-day simulation code-named "Hurricane Pam," where they had to deal with an imaginary storm that destroyed over half a million buildings in New Orleans and forced the evacuation of a million residents."
